What if: German chancellor Bethmann-Hollweg did not prevent the imperial navy from instituting unrestrained submarine warfare to knock Britain out of World War I.
Summary: Essay which speculates that although the United States would have declared war a year earlier, the collapse of Britain in mid-1916 after a general strike would have ended the war. But Germany would also have experienced social unrest and ended up with a more liberal government.
